The Liberals fought in the 1906 election on the issue of free trade, not social reform. The Liberal Government tried to solve the problem of the young who suffered a groovy deal during the 19th Century. Children starved and begged for food. They were also not fetching education seriously as all they pauperismed was food. In 1906 a newfangled act came out called the School Meals Act, this was to bear witness that poor children did not have to be taken into assist as long as the state helped them. School Meals became compulsory in 1914. Then in 1907 an act called the Medical Inspection, this was to show that children are living in bad conditions and have got poor health conditions. Child offenders were to be tried in a juvenile person court.
